Meet Tim Gowen

Tim is an aerospace engineer who was a NAVAIR employee at Pax River for 25 years prior to leaving in 2019 in order to become Governor Hogan’s Adjutant General. A traditional reservist for most of his career, Tim has accumulated 36 years of military experience serving on active duty, Army Reserves, and the Maryland Army National Guard. The Adjutant General is the Maryland National Guard’s top general who commands both the Army and Air National Guard. As the Adjutant General, Tim is also the Secretary of the Maryland Military Department and a member of the governor’s staff. 

The choice to leave NAVAIR to become a full time Guardsman was a difficult one. Tim had a rewarding 25 year career at NAVAIR which began as a flight dynamics engineer and culminated as Assistant PEO for engineering. He worked mostly on helicopter programs but also proudly tackled national problems. Tim was the point man charged with creating the first ever DoD Airworthiness instruction and represented the US in meetings with NATO partners to create a NATO Airworthiness charter. 

Tim has had quite a distinguished military career. He is a senior Army aviator qualified in several aircraft to include Blackhawks and Kiowa Warriors and is a graduate of US Naval Test Pilot School. He commanded a scout helicopter company in an Apache battalion in Desert Storm and in 2007 he commanded an aviation depot unit that supported all of Army aviation in Kuwait, Iraq, Afghanistan, and Egypt in Iraqi Freedom. Tim commanded a Maryland National Guard Combat Aviation Brigade and was the Deputy Commanding General of the storied 29thInfantry Division. He also served as the Deputy Commanding General of the Army Aviation Center of Excellence at Fort Rucker, Alabama and the newly formed Army Futures Command. While Adjutant General of Maryland, Tim led the Guard’s wide ranging COVID-19 support mission set to include testing, mass vaccination sites, PPE distribution, food distribution, and support to Skilled Nursing Facilities. Tim’s soldiers and airmen also responded to numerous civil unrest events including being the first state to respond to unrest in Washington, D.C. on January 6, 2021.  (see General Gowen's Army bio here:

Education has been key to Tim’s success. He has two undergraduate degrees; one in Aeronautical Science and one in Mechanical Engineering. He also has two master’s degrees; one in Strategic Studies from US Army War College and one in aerospace engineering. That degree was earned from the University of Maryland (Go Terps!) with classes taken mostly at the Southern Maryland Higher Education Center. 

Tim is married to Erica who is also an accomplished NAVAIR aerospace engineer. Tim has three children, the youngest of whom attends Leonardtown Senior High School. Tim and Erica have run a small business from their farm for over 20 years. Utilizing her equestrian background, Erica teaches riding lessons, mostly to children with Downs and Autism (therapeutic lessons). They also board horses and conduct training. Tim’s job is to fix the fences and clean up after the horses. With his rare free weekends, Tim spends his time either serving as a Dance Dad or playing a round of golf (he's a 10 handicap).
